VAT on CON29 Searches

Following written representations made by LLCI, Land Data and the CIPFA VAT Committee to HMRC and Central Government, HMRC deferred the 1st February implementation date and asked to meet industry representatives including LLCI.
That meeting, hosted by HMRC, took place last week and was attended by representatives from HMRC, CIPFA, LLCI, Land Data, The Law Society and the NLIS Hub. Our aim was to explain the technical and practical difficulties all parties faced in introducing VAT within a short timescale and to ask for a deferment until the 4th July 2016.
HMRC wrote yesterday to inform us that they have agreed to defer the implementation of VAT until the 4th July to coincide with the launch of the new CON29 form – in line with our request.
Therefore, subject to the outcome of separate legal representations, which have been made to HMRC (which are still under consideration) on the actual application of VAT on the CON29, HMRC will require VAT to be charged on CON29 searches from 4th July.
LLCI urges all Members to notify their Finance VAT Officers of the revised date and actively plan towards this.
Land Data, LLCI, NLIS and the Law Society have all taken steps to notify industry partners and software suppliers.
