ACCREDITATION UNDER REVIEW - CERTIFICATES CURRENTLY CLOSED TO NEW APPLICATIONS



The Local Land Charges Institute supports specialist qualifications for Local Land Charges staff and is now offering professional (rather than vocational) accreditations.

The two levels, Certificate and Advanced Certificate, were launched at the Local Land Charges Training & Development Event held in Bristol in 2013.   It has enabled LLC staff from different Local Authorities all around the country to boost their own skill and confidence levels by successfully attaining the Accreditation and providing the Local Authority with knowledgeable and experienced staff, thereby enhancing the service they are able to provide to their customers.

Accreditations

The Local Land Charges Institute wishes to focus purely on the specialist areas (recognising that generic administration, customer service and management qualifications already exist), by offering specialist accreditations at two levels, Certificate and Advanced Certificate.

Certificate in Local Land Charges

For staff in Local Land Charges sections based on the following National Occupational Standards (NOS):

LLCA Provide information and assistance to individuals accessing the Local Land Charges service.  Full standards available here

Advanced Certificate in Local Land Charges

For managers of Local Land Charges sections based on the following National Occupational Standards (NOS):

Would you like to enhance your Certificate to an Advanced Certificate?

If you have completed your certificate within the last three-years, you can do this by undertaking just two additional units - LLCD is a must, plus either LLCF or LLCG 


Assessment Strategy

Candidates must be assessed against the standards through their performance in the workplace.  Due to the geographical spread of candidates and the need for remote assessment, evidence of performance in the workplace will normally be collected by electronic means and include:-

  • A reflective account of performance prepared by the Candidate (referred to as a ‘storyboard’)
  • Products of Candidate’s work (evidence)
  • Testimonies from witnesses who have observed the Candidate’s performance, particularly expert witnesses such as the Candidate’s line manager or a senior colleague who have knowledge of or responsibility for the Local Land Charges service.

Assessors must:-

  • Have a Local Land Charges NVQ, Diploma or Certificate at the level they are assessing or at least two years’ experience carrying out the functions described in the NOS they are assessing, and
  • Have a relevant NVQ Assessor qualification or equivalent Institute Assessor qualification or be working under supervision of a qualified Assessor / Verifier.

Assessment Process

Each accreditation will follow the same streamlined process.

  • Induction of the candidate to the Accreditation and the process of gathering and presenting evidence of their competent performance.

The Induction will be undertaken by the LLCI’s  IV Co-ordinator (or a qualified member of the LLCI Board) and carried out at the Candidate’s place of work at a time to be agreed between the parties involved.  The Candidate’s Line Manager or an HR representative will be required to attend the Induction meeting and sign the Induction Checklist confirming their support of the Candidate during the Accreditation process.

The Induction would include identification of areas where the Candidate needs to develop their knowledge, skills, competence and strategies to do this.  It would also include the allocation of an Assessor and Internal Verifier to each Candidate.

Formative Assessment and Advice

  • Presentation by the Candidate of evidence of their competency on all Units to their Assessor.
  • Formative Assessment by the Assessor of the Candidate’s evidence for its sufficiency, currency, relevance and validity with feedback by email to the Candidate of areas where it needs to be enhanced.


Summarise Assessment

  • Presentation by the Candidate of evidence of their competency on all Units to their Assessor.
  • Summarise assessment by the Assessor of the Candidate’s evidence and recommendation for award of the appropriate accreditation with feedback to the Candidate.


Verification

  • Verification of all the assessments will be undertaken by a qualified Internal Verifier to ensure consistency.


Completion Time

  • The maximum time for completion of the Accreditation is 18 months. It is expected that Certificate Candidates will complete the first Unit within 4 months, the second within 8 months and the third within 12 months.  Overall, this will allow six months for further evidence to be gathered, storyboards to be edited to meet the requirements of the Accreditation and any residual issues to be resolved.
  • Extensions to the 18-month time limit will be determined by the Institute in very exceptional circumstances and the Institute’s decision is final.


Award

  • Awarding of Accreditations to all those who have successfully completed the Accreditation.
  • Certificates to be issued by the LLCI Centre upon certification by the External Verifier.


Complaints

  • There is a Complaints Policy in place.


Records

  • The LLC Institute will retain records of the assessments for a period of three years.

 
Costs
(non refundable after 30 days of date of registration)

£1,500 per full Accreditation


£500 for additional units to enhance your
Certificate to an Advanced Certificate
only available within 3 years of completion of Certificate in LLC

Refunds

  • Once payment has been made the Local Authority has a 30 day ‘cooling off’ period during which they can request cancellation and obtain a refund of their fees, less an administration charge of £150.
  • If the Induction has taken place during the 30 day ‘cooling off’ period and the Local Authority wishes to request cancellation, there will be an administration charge of £150 plus full reimbursement of all expenses incurred by the IV Co-ordinator (or LLCI representative) who attended the induction.
  • Should a Candidate fail to start or complete the Accreditation after the 30 day ‘cooling off’ period or before the expiration of 18 months from the date of Induction there will be no entitlement to any refund of fees paid.
